im running window's xp with a sony vaio pc, anyway all i have on the back of my pc is usb ports. im trying to use a program that require's " A 9 pin double ended female NULL modem serial cable" that connects from the male serial port of serial usb adapter to a device. The program is not recognizing the connection. The computer is also not recognizing a file needed for the device.

As you have no serial ports, why don't you check if that program lets you run it with a USB-cable. (Is that Laplink by any chance?)

You could also try it with a RJ45 network crossover cable (setup a mini-network)

What are you trying to do exactly? Do you know for sure that you have the right sort of cable? Just like there are patch cables and crossover cables for ethernet there are normal serial cables and null modem cables for serial port.

What do you mean the computer not recognising a file needed for the device? If you are unable to install drivers then it is pretty obvious it's not working.
