Cooling system problems

"Warning: A problem with the cooling system has been detected.
Please turn off the computer immediately, and return it for service."

That is what comes up on my screen when I start up mostly any program on my Toshiba A15-S1271 (it is not still under warrenty) and i don't know what to do or what's really wrong with my cooling system. I have unscrewed the backing and taken a look at it cleaned the dust out and ran the computer with the cover off and the fan seems to be working fine but it still makes a strange whirring noise and eventually the warning comes up.
Sometimes I will use the computer and the warning will not appear but the strange whirring noise still occurs. So my question for you all is should I...
A. order a part? and then should it be the motor? or the fan? or both?
B. should I take it to a local repair shop and ask their opinion
C. Send it back to Toshiba and see what they can do.

Your best option is to replace the entire fan as the motor is integral to it!!!!
