CPU Multiplier (and clock speed) keeps changing

My new Core 2 E6320's multiplier keeps changing between 6 and 7. I want it at 7 so that it runs at 2.8GHz. Speedstep is off in the BIOS... so I don't know what's wrong. Anyone know?

Did you overclock the computer or something?

I know if I had put some bad settings, my multiplier goes beserk. But once good settings are in, it stays put.
