dell laptop will not start

Hello,
someone please help me with a blue screen error on startup. My dell latitude c640 laptop w/xp starts to blue screen with the following message.

STOP: c0000221 (BAD IMAGE CHECKSUM)
The image user32.dll is possibly corrupt. The header checksum does not match the computed checksum.

It will not go into safemode and will not take setup from cd. Please help

what do you mean not take setup
are ya trying to use the install disc to repair and it does not boot from it?
try going to bios and set boot order
look for the commands to add the corrupt dll file back where it belongs
it will be in setup under I386
without that file windows will not run
this may be sign of bad memory module
