dell latitude D600 with windows 2000 pro OS

I am unable to start up my laptop. I get this error message.."the following file is missing or corrupt. \WINNT\SYSTEM32\CONFIG\SYSTEMced start up file.

I do not have the original system disk nor do I have any Dell repair disk.

Can anyone tell me what to do or where I can get a disk from Dell or other source?

I took it to a computer repair store and they could not fix and said I needed disk from Dell.

You can order the disks from Dell or check Ebay. You can also get Win 2000 on Ebay for about $60. You will need re-install the OS or do a repair installation.

If you have a friend that has the cd you can use theirs to fix yours, Other wise you will need to buy the disc. But if your computer can handle it I would upgrade to 2003 or xp pro if I was you.
