desktop doesnt load

Hey guys my desktop doesnt load in windows xp. It wont even load in safemode. Any Idea what the problem may be. I dont get any error just a blue screen and the mouse.

I did repair 3 times before. i repaired after i changed ssdp discovery service setting, under admin tools. When i couldn't enable it after thats when i ran a repair and my desktop would no longer load. Any suggestion on how i can fix it?
