Desktop shortcut to my file will not open properly

what would cause this to happen
click on desktop SC hourglass comes up goes away sometimes stays up for awhile then goes away
right click open with same thing
go to the folder I can open ,but takes to long
this is the only folder or shortcut doing this
this started about a week ago

Have you tried deleting the shortcut and making a new one?

Is this a native windows app or a 16bit app?

Yep did it twice
you know I don't know assume is is 32bit
it is a .conf file for my apache server as I am always setup new things and navigating to it is slower I made shortcut used to work fine and bout week ago it started freezing up. I use notepad to edit now I think that may be the problem ,but I don't know what else to use ,word is out of question.
