Dial up pop up

I am logged in to the local library's wifi
Every few seconds the "Connect To Internet"
window pops up, although I keep telling it to cancel
I've told it to cancel, and not ask me again until
restarting windows again, but it keeps showing up
Quite distracting...
Any ideas?
