Disabling Internet Access during specific times

Is there a way to disable Internet Access during a specific time or just disable IE for a specific time. For my work computer during the day I want the internet to work but after I leave for home an employee uses my machine but does not need Internet so I would like to disable the internet part. I have XP Home and XP Pro on another. I figured there would be some way to do it in XP Pro since they have a Group Policy but I couldn't find anything on my XP Pro machine.
