Exchange Server 2003

I have just recently deployed a new exchange server 2003 on a domain controller running Windows Server 2003 Standard Edition R2. Everything was working well until I setup the VPN server. Now clients have to open and close Outlook several times before it will connect them to the exchange server. It will eventually allow them to connect to the exchange server it is just cumbersome to have to open Outlook 3-5, sometimes 7 times before it will connect to exchange. The DHCP and DNS are working fine, there are no errors reported about them in the event log, but I can't seem to resolve this issue. This just started happening after the VPN server was setup. Any help or tips you can provide would be greatly appreciated. Thanks.

delete the VPN support and reboot the server. If the problem goes away,
then the VPN code is buggie -- call the vendor!

It's not recommended practice to install Exchange on a domain controller. Since the issue is authentication, perhaps it has something to do with that?
