Folders won't open

using XP-Pro, w/SER pack 2.
anytime I double click on a folder DR. Watson comes up and tries to debug a problem and freeses. I have to cnt-alt-del to kill Dr. Watson and get back to using the puter. i can't open folders or control panel etc.

I've reloaded the OS and tried the repair function with no luck.
tonight, i'm gonna try a clean boot.
has anyone seen the problem?
