TI 4600 is plain faster, by a pretty fair margin.

I would disagree, in modern usage (DX9 Titles) there is very little improvement, as both cards essentially use the same architecture (just the 4600 is slighlt more refined, and takes slightly less of a performance hit when using Anti Aliasing). Last time I bothered to benchmark the two cards using 3Dmark 2003, the scores were:

GF3Ti200 - 1120
GF4Ti4600 - 1450

Of course these results may vary according to driver version (some drivers essentially cheat), 3dmark version (patches), and the wind direction, but essentially there isn't a great deal of performance increase to be had from such an upgrade (as I remember telling a friend at the time, as i waited a month and bought a Radeon 9700Pro)
 
I saw a big difference between the two - though neither would be great in modern usage. Back in the day the 4600 seemed a lot faster though.
