Geforce 6800 and monitor?

I'm having a lot of trouble with my video card (brand new Geforce 6800). I don't know much about computers, but I did notice lately that my frames per second has dropped. For example, I was playing Counter-Strike 1.6 and getting 100fps (completely normal), but now it's running on 70fps. It's like this with all video games I play and the longer I play the worse performance I get. I've no idea if it has something to do with my monitor (lcd monitor).

I was also wondering if someone could give me a few tips on how to get full potential out of my video card.

Maybe Vsync has been enabled, try forcing it to off. I don't see the need to have more FPS then your monitor can display but some people insist on that. :p

Also check to see if you haven't got FSAA & AF enabled in the card's settings.
 
When you installed the new card, did you uninstall the old video driver and install the latest graphics card driver?
