At the begining, it only can ping itself. After intalled another netcard, it can access workgroup, can ping server or others. Neither ie nor firefox can access internet. :(

need a lot more info.
mentioned workgroup, so you must have a LAN and a router.
what is the ISP connection (DLS,Cable, dialup)?
how was the system configured(Network wizzard, manually)
and does the router provide DHCP suuport?

go to run->cmd and enter
ipconfig /all
and report your findings

here is :
ip address: 192.168.1.116
subnet mask: 255.255.255.1
default gateway: 192.168.1.1

i have tried to obtain ip by both manually and by DHCP, still can't access web.
it can ping other computers, DHCP server, DNS server, WINS server, outside web's IP, but can't ping the web's name, such as "ping google.com". It can view and share files with other computers and server.

Every time i release and renew the ip through DHCP, I get the same IP.

change the MASK to 255.255.255.0

this is quite normal. Unless some other system does a RENEW before you do,
you will get the same IP.

there are TWO tests for ISP connectivity
first, ping the ISP address, eg ping 68.65.16.162
this proves your NIC, ROUTER/hub/switch/modem are all ok
second, ping using the isp NAME eg ping adelphia.net
this one proves the DNS lookup is ok

now then you can ping google.com and your browser will work
