Help! Dell 600m (ATI Radon 9000) major lag on battery power

Notebook specs as follows
Dell 600m
Pentium M @ 1.6 ghz
total hard drive says 51.0 39.0 free
598 MHZ 1.25 GB RAM
XP Home ver 2002, SP 2

When playing Splinter Cell (original version) on battery power the video locks and lags and makes it impossible to play. If I play on battery it works fine.
My first question is why would this make a difference?

The reason I am asking is that I want to play some of the newer games (IE LOTR II coming out end of this month) on the train. But I have found that my video card is well below recommended specs. On a chat with Dell, they said i can not upgrade because"The video that this lapop supports is Mb shared video " and it is only 8mb

is this accurate? can i do anything? the laptop is not that old....

A lot of notebooks underclock themselves on battery in order to preserve battery life. To overcome this, you can find out what motherboard you're using and find the appropriate clockgen to boost the cpu when it's under battery.
 
how would i do that?
