help with a win98se error

I am helping a friend out who cannot afford to reimage her PC that is running windows 98SE. she has a printshop 6 program that she lost the cds for.

The pc is getting a blue screen on boot up that is an 0E error 167. I am not sure what I can do here. I thought about doing a repair install, but I couldn't remember if she would lose her installed apps or not. any assistance would be greatly appreciated. Thanks!!

Always the same obvious advice:
Test the hard drive(s) with the manufacturer utilities.
Test the system RAM.

There is absolutely no point in trying anything else with broken hardware.
