Help with booting up my computer

  1. my computer makes it to the windows xp start up screen and then goes to a blue screen that says:

    stop: c0000135 (unable To locate Component)
    This application has failed to start because USER32.dll was not found. re-installing the application may fix this problem

    i have no clue about computers. my ex-gf's dad built this for me, so any and all help will be greatly appreciated.
