help with counter strike source fps

im running a pentium 3.4 ghz and a 9800xt radeon video card with 1gb ram and my fps on the source is low.... not above 50.... im not sure whats the problem, my settings are all on performance and it doesnt seem to do anything please help with any suggestions or some settings that can help
