HELP: Won't Turn on unless Plugged from wall

Hi, this is the background story.

My first computer refused to turn on after the power went out one night. I bought a new P.S to fix it and it didn't seem to work.

So I bought a new computer with an expensive PowerStream 520 psu. Apparent the same thing happens, but with a twist. It turns on only after you unplug the cord from the wall and plug it back in. But after you shut it down again and turn it back on, the light goes on for 3 secs and the computer just turns off itself.

I'm not sure if it's CPU heating? doesn't seem like it. Or a bad PSU, but it's a brand new one.

Here is my comp specs:
AMD Opteron 165
DFI NF4 Motherboard.
OCZ POWER STREAM 520 PSU

This is a very frustrating situation and I would appreciate any help on this. Thanks.

Are you using any type of power surge protector?
Have you tried any other power source ie; another part of house or building?
 
Yeah, I have tried different outlets, power surge protecters, etc. It doesn't help.

I researched this cold boot problem further and it turns out that there is an incompatability issue with DFI expert Boards and OCZ/some other brand PSUs.

I'll buy a new PSU and hopefully it will resolve the problem.
 
Hmmmm.
But didn't his accure before you got the new psu as well?
Did you find a compatibility list? minimum 480w 24-pin power supply
(native 24-pin is manditory)
