How do I reformat my wife's Inspiron 4100 laptop?

My wife's Dell Inspiron 4100 (running XP Office Pro) is slower than molasses, and takes forever to accomplish the smallest tasks. It used to be my business laptop. I've uninstalled all unnecessary programs from it. I've used PerfectDisk 7.0, but with no change in the laptop's performance. A colleague ssuggested that I reformat the drive. Everything is backed up, but I don't know how to reformat it. There is no floppy disk drive on this computer, only CDrom/dvd drive. This is my first post. Can anyone help me?

You won't need a floppy.
