How does this HL2 comic look like this?

This website for a comic (http://hlcomic.com/) is for a comic that was made using the Half Life 2 mod Garry's Mod. So I don't want to know how the pictures were takn (i can already do that) but I want to know how he made it actually look like a comic. The closest thing I was able to find when I searched for it was using Paint to just add text. I'd rather make it look like the ones on the site. So, have a look and if you can help, Thanks. I would suggest a more "professional" picture editing package such as adobe photoshop as it has many text options as well as effects and the ability to use layers. This would cost money and would take time to learn how to use it though so depends how profesional you want the end results.
