How else can you specify Vert/Horiz frequency to create custom refresh rates?

I'm not talking about the many many ways to force refresh rates that your drivers recognizes, i'm talking about specifying the Horizontal and Vertical frequencies so that you can create any refresh rate you want. Is powerstrip really the only program out there that can do this?
