I need a good bootable formatting program

My system has crashed completely and I cannot even get to the command Promt to do a fdisk. I tried to reload windows by setting the BIOS settings to boot from cd drive first but it keep trying to load the OS on the hard drive. When windows tries to load it only comes up halfway. It even does it in Safe Mode and Safe Mode with command promt. Is there something out there that could work.

if yu are using XP then boot fromt he XP disk delete the current partition, create a new partition and format it. THEN windows will continue with the install of XP.

Tried that as stated above.

I have tried to boot the XP disc but the sytem will not load the CD first even after I have selected to boot from the disc drive first in the BIOS. There was another option if I pushed f12 to also boot from the cd drive but it did not load the disc.

Reset the BIOS to the defaults. Then change the CD to boot. That might work (it won't hurt!). Good Luck.
