I need to buy a cheap video card, What can I buy?

Hi guys,
I think I need to buy a new video card, I currently have an ATI Rage pro 128 which my computer doesn't seem to like. When I installed windows xp I was never asked for drivers, It just installed them itself. I can't update the drivers for some reason either. This is causing a problem, I can't change the refresh rate. I can't get a resolution higher than 1024x768, if I do my moniter (samsung 710v) goes black and displays a message to change my refresh rate. Video playback and webpage scrolling is 'stuttery' too. Basicly I'm fed up with this and haven't been able to solve the problems dispite my best efforts.

So I think it's time for a new video card. I don't think I need a good one, I don't play games at all, I mainly use the computer for watching movies and recording/listening to music.
I have an AGP slot but I don't know if it's 2x, 4x or 8x, how can I find this out (my motherboard is an msi using an athlon 2.2gh if that helps at all)?
Will an 8x card work in a 4x slot?
I don't want to spen too much on the card, cash is a bit tight at the moment but it would be nice if I could get one with dual outputs and tv out.

So after all that can anyone recommend a card?

Most any cheap card will do basic 2d stuff, so about $30-40 is what it should cost.

There's one with dvi, vga, and svideo for less than $40.

Another possibility, you could get a pci video card, they're compatible with any normal pci slot(so you don't have to worry about compatibility), and should be good enough for your purposes.

If you can find a compatible agp card, it'd be better though.
 
I just recomended the 9200 se because I used it for a while and never had any problems with it but you know a lot more so I know you are right.
