have you already tried booting into safe mode? Start pressing F8 key repeatedly after turning on computer (if don't know how to do it already)

1) Have you added any new hardware recently? In any case, disconnect all devices you don't need before trying to boot again

2) Do you have the XP installation CD? When all else fails when trying to boot from disk, the next option is booting from CD.
- The installation CD has a repair XP option to try and recover if files on disk are corrupted
- There are other type CDs (like recovery CDs from backup/recovery products) where you boot from CD so you can at least try and recover files before you have to and reinstall XP again when all else fails

(And as you tried safe mode already, i'm assuming you tried the other options presented as well like booting to last known good configuration)
