IE 7 Problems

Hello-
Some users are experiencing issues with IE7, and I can't seem to figure out what is wrong. Basically, when they launch the IE7 window, the keyboard becomes "inactive" and the cursor only seats itself on the drop down bar. The IE7 window is virtually useless. I've tried turning off the phishing filter and making some small adjustments, always resetting to the defaults afterwards.

One more thing...I think it has something to do with the address in the IE7 window...it launches to "runonce.msn.com/runonce2.aspx". I've updated the default page, and, no matter what, a launched browser goes to this page.
