IE browser wont open new windows: Please Help Me

When I click on a link or try to use shift+click on the link it wont open in the window. I have my pop-up blocker turned off and and when i click on the link it tries to open but nothing shows up. I am using win. xp service pack 1. I really need some help on this so please some one help me out. Thanks for your help.

I'm amazed that in this day and age people are still using that P.O.S. IE!
The press and all PC magazines keep telling people to change to Firefox (or Opera, now that it's free).
