Internet Explorer creates shortcuts of itself when clicked

For some odd reason, whenever I click on the Internet Explorer icon on my desktop, it just creates a shortcut of itself. Try to open it three times, get three shortcuts.

So I right clicked, and there is no "open". Just "create shortcut".

If I go under Customize Desktop, and hide IE, and then go into program files and send IE to desktop as a shortcut, it works fine, but then it's a shortcut. I can't seem to get the regular ol' icon to open.

It's Internet Explorer 6.something. Should I just install 7 and be done with it? (I don't really use it, I use Firefox, but this isn't my computer that this is happening on in the first place, so...).

Using Windows XP Professional SP2.

What's happening, and how can I fix it?
