Keeping settings

Every time I install windows XP I go to system properties and adjust PC for best performance and remove the background picture, is there a way of saving these settings so that every time I log onto the domain as a new user it keeps these settings?

Copy all files (even hidden) from your user folder in documents & settings,
and paste them into the folder All users.
