Laptop Windows Startup Trouble

I recently tried to reformat and update my laptop from a Windows '05 to XP. After having it reformat and load, I shut it off and came back to it the next day and I turned it on. I get the "Compaq" logo with the black background but after that, theres nothing--just a black screen that is backlit. It's an Intel Pentium II (I know, its a POS). I would guess that DOS is uninstalled as well. I need to get this back to a normal state but I can't access the disc drives nor any other settings because nothing is showing up. Also, whenever I try to press a button to type in some commands, the computer beeps.
