Lost and found... bios, hard drive, and now need os pass.

i have been trying for a very long time to get into my dell latitude. i locked the bios, the hard drive and now i need to get into the os but just like the other passwords, i forgot how do i get into windows?
tried SAFE MODE but it still asks for admin password.

Did you contact Dell? That is your first, best move.

yes. thats how i got my bios password, my hd pass. and after that i figured i could get through the rest. ive bypassed admin. pass before by going into safe mode and changing it.
