Moving the tray in Win2000Pro (IE6.0)

I inherited this computer with the tray at the top of the screen. I would like to move it to the bottom. Help, anyone?

Put your cursor on it, hold the mousebutton down and drag it to the bottom of the screen.

Just have to make sure the taskbar isn't locked.
