My p4 3ghz as solw as a 2ghz cpu (also making funny noises)

i just did several benchmarks with my cpu (mainly sisoft sandra and pcmark 04). in sandra my cpu compares to a p 1,8 ghz, in pcmark04 i get about half of the pints people with similar setups get. also lately it seems that the computer seems to read from my hd if i do cpu intensive tasks. also while intensive tasks i heare a hight frequent noise directly from teh cpu. first i thought its coming from my drive but i was able to track it down while removing the cooler for a minute). so any suggestions whats wrong? here my system specs:

I dont think your processor is slow compared to main and I have the same motherboard, good scores or is main to slow??
