New motherboard,hdd cant install os

I recently purchased an 865PE NEO2-P Took the old pentium 4 (sl7e4)and put it in the new board ,put my new hard drive in tried to install os it goes as far as to say windows executive then stalls ive tried memory, ive tried installing drivers from the hard drive manufactuer.please please help

take out all components except cd, ram, and hdd.
do you hear any beeps? if yes, how many beeps during P.O.S.T.?
