New Windows Profile

Hi Guys, i'm just wondering if i create a new windows profile for a user, will it create a new Internet Explorer as well? Because i have user , who is having a problem with Internet Exporer and it always crashes. I have reinstalled i, but still facing the same problem.Thanks

Not a whole IE, just the individual settings, such as bookmarks, cookies, security settings etc.
