Newer Dx on an older card

It'll only use what it can - DX8. Windows has earlier versions embedded for just this scenario {and non DX9 games}.

Then do you think the Wiki is wrong because DxDiag says it is 9.0c directly and it was on it when my computer was using it's original Intel video card.
 
The software version may be DirectX 9.0C, but if the card doesn't support that version of DirectX via hardware, then it will be emulated via software. So having a hardware version of DirectX different from the installed software version is no big deal.
 
More to the point, your graphic card is behind todays standards.

I actually have that same card installed on my old Dell Pentium III PC, Windows 98SE. It's a nice enough card but not for modern games.
