Newly Built PC. Lights/fans work but Harddrive/drivers wont

A friend of mine built himself a PC and then built myself one yesterday. It turns on and the lights and fans all work. The CD and DVD drive and hard drive dont however. I have so far tried the power cables going to the drives, the are good. I have fooled around with the IDE cables and how they are connected. I did a little bit with the jumpers and thats about all I did because thats all i have hooked up to them. I need this runniong ASAP and any help will be appreciated, here or my email traceandburn@yahoo.com

please don't go putting your email on a public webpage.

test the drives out seperately. for example:take a drive, set it to master, and install if at the end of a cable. boot the machine with no other perhiperals conencted and see if the bios detects anything. you should check your bios settings too to see that the drive controller is enabled, and that it is set to auto detect your drives.
