No display & shutdown after combo drive install

After installing an LG combo drive this win98 machine gets no video signal to the monitor (yellow led) and shuts down at what appears (by sound) to be the end of the boot up. It happens about three times and then finally will boot up properly.
Any suggestions?

Sounds like the PC is struggling with getting enough Power to boot up from a cold boot. What other devices are connected and what is the PSU wattage and model in the PC?
