No luck with an Excel formula

I am green when it comes to Excel and I am trying to enter a formula in the Data Valdation box. I have no problem getting the desired result if I only need to use one argument but if I have to use two I get stumped. For instance, if cell b is less than 33 then use b+5. (that part works) but if b is greater than 33 then I want to use b*.15+h. I hope this makes sense and someone can help me out.
