Oblivion Flicker Problems

Im having wierd screen flicker problems when im playing elder scrolls 4 oblivion. I am running it very nicely at ultra high settings, but i just cant seem to get rid of this problem. This problem does not occur in any other game i have to my knowledge. I have a pentium 4 3.0ghz processor, a overcloked evga 8800 gt 512MB and 2 gigs of cosair ram. I heard that if my screen refresh rate was different from the refresh rate in the game that it could cause flicker and screen tearing. Is this true? Could it have anything to do with vertical sync? Does anyone have any ideas as how i can get rid of this nuisance?
