Outlook Express and POP3

I am trying to add a POP3 account to Outlook Express 6. I followed the directions given by my POP3 provider. I receive the following error message:

Unable to logon to the server using Secure Password Authentication. Account: 'mymail.wgu.edu', Server: 'mymail.wgu.edu', Protocol: POP3, Server Response: '.', Port: 110, Secure(SSL): No, Error Number: 0x800CCC18

What does this mean and what am I doing wrong?
