Packard Bell pc9401 missing drivers

After Formating Hard Drive and installing WIN 98, the rescue disk supplied failed to work could not load Display drivers ( on board sis chip) and mother board resources cannot be found, only the startup floppy allowed me to install Win 98 the 2x cd supplied, failed to work.
Please can anybody advice on the above
