Pausing computer

My computer recently started doing this thing where it would pause ever 6 seconds or so, very very annoying. Could it be a hardware thing or could there be some sort of software problem im not detecting. The CPU usage goes up to about 70% everytime one of these "skips" happens. Any thoughts?

I would start the PC in safe mode without netoworking and see if the problem goes away first.
