Please Help!!! XP Installation problems

We had problems with our hard drive and needed a new one. We installed that and had to reinstall windows. Every time we do that it freezes on the blue screen when it says "Starting Windows" We have no clue how to fix it and are very frustrated as we were told it was only a hard drive problem. Can anyone offer suggestions? Thanks in advance
