Privacy setting to "accept all cookies"

My privacy setting keeps being reseted to "accept all cookies." My computer was infected by a spy ware a while back, so i switched to Firefox and did several clean-ups but this problem keeps occurring and my anti virus scanner shows nothing. I need help with identifying this problem, thank you very much

Btw, when i did a hijackthis scan, it said that my system denied write access to host files and told me to run this: notepad C:\windows\systems32\drivers\etc\host

this is a GOOD thing; the file is marked (correctly) READ ONLY.
if you're running under an Admin Login and you need to update the file,
go to that dir, click the file->properties->uncheck Read Only.
