Problem installing SATA HD and problem with floopy drive

I just recently built my own computer and I am using my old hard drive currently. I bought a new SATA HD and installed it, but it doesn't show up. So I'm trying to create a boot up floppy disk, but for some reason my computer doesn't seem to be able to read that there is a floppy in the drive. Anyone know how to resolve this problem? Thank you
