Problems opening Programs?!

For some peculiar reason- sometimes when i startup my computer, running XP Pro it refuses to let me open applications at all. It lets me view my computer and the start menu- the computer hasnt crashed its just like ignoring the fact that i want to open a program- usually my internet browser. I figured this must be some kinda virus or something. Incidentally- it wont open task manager either.

Any ideas? its driving me mad restarting my computer every 2nd time.
