Your post is a bit confusing but I think I know what you mean. 33% of your RAM is used up at idle for background processes. Some of these can be turned off but not others. Download a program like FreeRAM XP Pro from download.com to free up some of your RAM and close any unnecessary background processes. 33% usage at idle isn't all that bad though, I have 512mb and about 300mb of it is used up at startup.
