How would I enable 24-bit color when connecting via remote desktop?

On Remote Desktop Connection window, click "Options" button, then Display tab, then select the color depth from "Colors" drop-down list.

As it says on the same window, remote computer might override the setting.

Yea, that's what I was wondering, if that override can be prevented.

Check your GP (Group Policy) if you're using XP Pro. There is a lot you can setup to override a lot of features in XP Pro, 2003, MCE 2005...

click on start:
click on run:
type: gpedit.msc

Yes, the setting is in Group Policy Editor, in Administrative Templates -> Windows Components -> Terminal Services -> Limit maximum color depth.
