Rules and Alerts in MS Outlook 2007 & 2003

I have never been able to even OPEN the "Rules and Alerts" in Outlook 2003, so when I finally upgraded to Office 2007, I thought it would work, but it does not. It shows up on my menu, and when I click it, something flashes (cannot read the message) and goes away. I use it at work, but cannot at home. Does anyone know what I can do to get it to work?

A lot of Office 2003's settings and "problems" are transfered to Office 2007 during the upgrade. My rules and alerts works fine. I am using Office 2007 Standard.

Have you installed all the MS Updates for Windows and Office? Is your system free of spyware, malware or viruses?
 
My computer is up to date, free of spyware, etc. I have since found a way around this problem, I can right click on the email message and get my rules that way, although this does not resolve the problem, at least it's something.
